A financial assistance program to support the modernization of 9-1-1 emergency centers (CU 9-1-1) and secondary emergency call centers (CSAU) in Quebec with a view to their transition to Next Generation 9-1-1
The Canadian Radio-television and Telecommunications Commission (CRTC) has directed in its Regulatory Policy 2017-182 and Decision 2021-199 that all telephone and wireless carriers in Canada must modernize their networks, to be ready to offer Next Generation 9-1-1 (NG9-1-1) by March 4, 2025.
The Minister of Municipal Affairs and the Minister of Public Security have entrusted the Agence municipale de financement et de développement des Centres d’urgence 9-1-1 du Québec with the mandate to administer and allocate financial assistance of $45.5 million over a three-year period. The terms and conditions relating to the administration of the financial assistance as well as those relating to the payment of the assistance are defined in an agreement reached between the parties.
The financial assistance is intended to support the modernization work of CU 9-1-1 and CSAUs under the responsibility of municipal, private or non-profit organizations. Modernization must allow emergency call centers to process new forms of communication, namely text messages, images, videos and other data, such as biomedical information. The Government Announcement of March 27, 2023 follows regulatory policy 2017-182 decreed by the CRTC. The latter ordered, at the end of its regulatory policy and its decision 2021-199, that all telephone and wireless carriers in Canada must modernize their networks, in order to be ready to offer NG9-1-1 no later than March 4, 2025. Deployment dates have been set for March 1, 2022 through March 4, 2025.
